You can only vouch for one user per day. You can not save up "vouch-points", so even if you wait one week without vouching you can't approve 7 people at the same time. You can not vouch for the same user twice, two different users have to approve. You can not vouch someone in the first 24 hours after they create their signup account. Your username is logged when you vouch for someone, if you vouch for people that should not get vouched something bad will happen to your account...
